The reading and the lecture are both about artificial reefs. Whereas the author of the reading claims that artificial reefs can be beneficial for both fishes and fishers and lists out three reasons for support, the lecturer believes that they can cause more problems and refutes each of the author's reasons as illustrated below.
First, according to the passage, many fishers believe that the artificial reefs can help to increase the population of some species of fishes, like red snapper fish in the Gulf of Mexico. However, the lecturer disputes this idea. He mentions that the artificial reefs may increase the population of some special fishes, but eventually will decrease the overall population of fishes in the area. He states this because these reefs can attract fishes that are living far from the area to the spot, so fishers can catch them easily, and it has nothing to do with the increase in the overall population.
Second, the author argues that the artificial reefs can improve the ability of small-scale fishers to compete with bigger ones in a way of privatizing some hidden fishing places. Nevertheless, the professor opposes this argument. He explains that hiding some big tools in the sea will impose a big safety issue on others who are not aware of the materials. For example, they can cause damage to fishing nets or ship crashes in shallow water. And if they declare the place of reefs to avoid the dangers, therefore, there will be no more advantage to help them in competition with big-scale fishers.
Third, the passage states that using some old and useless material like cars, has environmental benefits as a kind of recycling if they become clean of any hazardous material before sinking to the sea. On the contrary, the lecturer rejects this statement by saying that these used materials can cause serious environmental damages even if they are chemically clean. As an example, he mentions the Asbourne reef which is made of old tires. This artificial reef, during the harsh sea, shakes a lot and loosened. Therefore these unwrapped junks move around and cause damages to nearby plants and animals in the coastline area.
