To begin with, representatives of power companies claims that the environmental regulations exist now are effective enough. However, the lecturer refutes that they are insufficient because companies are required to use liner-special material only in new pond and landfill but not in the old ones, which can lead to significant pollution. For example, dangerous chemical might leak from disposal ponds or landfills, then enter the ground water and finally contaminate the drinking water. Therefore, new regulations to clearly demand companies to adopt liner in both new and old pond or landfill is of great necessity.

Moreover, some analysts believe that such strict rules might make consumers too afraid to buy recycled coal ash products. On the contrary, the lecturer rebuts that other types of potentially harmful products have been successfully recycled for many years. Mercury, for instance, although being a toxic chemical of which storage and handling are under strict regulations, has been safely recycled for more than 50 years with consumers showing few concerns about it. Thus, it is not likely that customers will stop buying coal ash products after the new rules come into power.

Finally, the author puts forward that the price of electricity would increase due to the stricter regulations. Instead, the lecturer retorts that it is not a big problem. It might be true that disposal and handling costs would rise, but it is worthwhile because of the positive influence on environment. Besides, though analysts predict such increasement to be 50 million dollars, which might be a large amount at the first glance, the average electricity price will increase only by 1% subsequently. So, the advantages of promoting new rules outweigh the disadvantages.
