TPO41-Power Plant rules
The lecture and the passage discuss the suggestion of new rules for power plants to control their coal ash. Although the passage claims that these power companies have some strong theories which exhibit the unnecessarity of these rules, the speaker refutes these ideas through a number of reasons which will be described in this report.
First of all, the passage points out that the current regulations are efficient and addition regulations is not necessary. The speaker, in contrast, rejects this by claiming that current rules are not suffiecient. She also mentions that for instance the rule of using liner is for companies which will be established in future on new landfill. Therefore, the old landfills migh not consider by this special liner; thus, this coal ash might leak into drinking water which is deleterious.
Furthermore, unlike the passage which states that resistent rules about recycling of coal ashes might have a negative effect consumers due to the reason that they might think the products which have been produced by these ashes could be harmful, the speaker argues that this negative effects did not happen to other similar materials. She also adds that the merrcury which is recycled successfully by strict rules has a large number of consumers and the companies adopt to these rules well.
Finally, although the passage says that the new rules might augment the the costs of the companies, the professor disagrees by mentioning that it is true that the costs might be increased but she believes that this would be wellworthy. In addition, she states that by doing the calculation, the companies would be aware that the increasing of the price in the house would be 1 percent overally.
