The reading passage proposes that there are three benefits of storing patients' medical records in electronic databases rather than paper databases. On the other hand, the speaker finds all the ideas dubious and presents some evidence to refute them all.
First, even though the reading passage holds the view that that the electronic records decline the cost of storage, the lecturer contends that most of the doctors who choose electronic-base records for storage also keep their papers as back up for some especial purposes such as legal issues. So, they should pay much more than those doctors who opt for paper-based record keeping.
Second, despite the statement in the reading passage that points out by using electronic medical record the chances of making error in recording medical data will fade away and wane, the speaker claims that most of the doctors who use electronic-base record use the pen and pencil when they want to examine the patients, and after that they deliver their records to staffs to transfer them into the computers and in this stage, the chances of making error by staffs builds up significantly.
Finally, the reading passage argues that electronic-base records pave the way for doctors to gather the patients' data for a long time and use these data for some research easily. The speaker dismisses this idea and bring up the idea that it is not easy for everyone to access to data of patients as far as there are some strict and complicated rules in the United States about privacy and when someone want to access to these data, they should get permission from patients and so, the idea of aiding research is ruled out.
