The effectiveness of a country's leaders is best measured by examining the well-being of that country's citizens.

While it is true that the goal for leaders of a country should primarily be the well-being of the citizens, there are many events that occur in a nation that is outside of the abilities of the leaders to necessarily prevent or do anything about. When measuring the effectiveness of something or someone one cannot always look solely at the intended result, one should also look at exigent circumstances as well. Therefore I think that the claim above is shortsighted and would have little value as a true metric in the real world.
