However, since there is a small possibility that a person will die as a result of the inoculations, we cannot permit inoculations against cow flu to be routinely administered.

It is important for people's life to protect themselves from diseases. Sometime a small prevention can save life from dangerous disease. So, it is important to take precision from those dangerous disease by taking some important inoculation.
It is known that about half of the world's population died in last few centuries just because of some diseases like plague, polio, diarrhea and so on. And those are the failure of world history as well as medical history. Still in this modern era of technology and innovation people are dying from various diseases simply because of prevention. In the third world developing country people are still dying because of lack of medical reason and so on. Nowadays its still a great challenge to save life's from various diseases.
There is a known proverb-"prevention is better then cure". Most of diseases like plague joundies could be prevented if some simply inoculation is taken. People are dying just because of those diseases. Sometime those diseases can't be treated with medicine and proper care. but some inoculation in the early life can prevent those problem from happening and save a lot of life. Nowadays people in developed country as well as developing country are focusing more and more on those inoculation. sometime flu can cause dangerous for health and people can die because of flu. A early inoculation may prevent from those flu.
Still it is very hard for some country's to focus on those problem because they have to focus on other more serious problem . Some time it's take a lot of money and efford for administration to do this things. And people are dying other's serious diseases instead of flu. As long as people are concision about those diseases like flu they will not be infected with those flu.
At the end, it will be wise to focus to those flu problem as they can damage a serious health problem for health. Life is valuable and anmisitration should focus on those problem.
