Many countries require cigarette smokers to pay particularly high taxes on their purchases of cigarettes; similar taxes are being considered for unhealthy foods. The policy of imposing high taxes on cigarettes and other unhealthy products has a number of social benefits.
The reading passage discusses several advantages of imposing high taxes on cigarettes and other unhealthy food products. However, the lecturer finds the ideas dubious and casts doubt on the reasons provided by the reading passage.
First, the author claims that the rise in taxes would discourage people from buying cigarettes and unhealthy food and beverages. Conversely, the lecturer brings up the idea that this action doesn't necessarily lead to healthier lifestyles. Some smokers may start buying cheaper and lower-quality cigarettes which in fact causes them to even get more severe problems. Moreover, considering high taxes for unhealthy food could not be beneficial as well since some people may continue consuming such products in spite of their high price. As a result, they won't have much money to spend on healthy food.
Furthermore, the reading holds the view that imposing such taxes are financially fair since the extra taxed provide extra income for covering the medical costs of people who follow unhealthy habits. On the contrary, the professor underlines the fact that although covering the medical costs seems a plausible idea, this idea seems unfair for some people. Since the taxes are equal for all people, this will put a lot of pressure on the people who don't have much income.
Finally, the reading passage states that the high rate of taxation could provide revenue for the government which could be used for other projects that affect public welfare. In contrast, the speaker dismisses the issue due to the fact that this plan actually causes the government to become dependent on such taxes. As a result, more restrictions and radical changes will be made by the government, including the prohibition of smoking in places that smokers are currently allowed to smoke. And these restrictions would become more and more since the government doesn't want to lose this income.
