The reading and the lecture both talk about tax on tobacco. The reading passage says that there are several positive effects of increasing tax on tobacco. The lecturer, however, says that these advantages mentioned in the reading are not beneficial at all.

To begin with, the article contends that increasing taxes on cigarettes will prevent the young people from starting smocking because of its higher retail price. On the contrary, the lecturer disagrees with this argument. He claims that a study shows that when taxes on tobaccos goes high, teenagers more likely to buy them from the black market. To be more specific, the young can obtain tobacco in black market with lower price, even without checking their identification.

Secondly, the author, in the reading, says that the money that is profited from higher taxes enables to recover the polluted environment which was damaged by cultivating tobacco. By contrary, the lecturer casts doubt on this assertion. He insists that this money will not be directly used for planting new trees and alleviate detrimental chemicals. He also adds that if tobacco price goes up, people are reluctant to buy them, it will end up decreasing money to cure the environment.

The final point made in the reading is that the government is able to utilize this revenue which is aggregated by higher taxes on cigarettes to mitigate the poor. However, the lecturer goes against this point by stating that the reality will become worse because tobacco business has been creating jobs in a myriad of fields, such as agriculture, manufacture, and retail industry.
