not fluently. Seems you have issues to organize the content, Try this pattern:

first 1-2 sentences: introduction. my opinion: A or B. agree or disagree. about 5-10 seconds
First, reason 1 and the example: about 15 seconds
Second, reason 2 and the example: about 15 seconds
Third, reason 3 (optional)
Conclusion: one sentence.(optional)

Our suggestions:

1. Listen more to English radios like VOA and watch more TVs like CNN. One hour per day. Listening will help your speaking greatly.

2. Talk to family members or people in English if possible.

3. Submit more speakings to testbig daily. You have the potential to get 27 or over, you only need more practising.

4. You may also write some essays to check out grammar issues and read newspapers to improve totally language abilities.
