The issue both the reading and the listening focus on is the efficiency of the turtle excluder device (TED),
but the listening casts doubts on three main points.
At the first point, the reading states that the occurrence that turtles get caught is very rare and the
shrimper can lose a lot of their shrimps if they use the TED. According to the listening, in some areas like
the southern coast of America, shrimp-fishing boats catch thousands of turtles every year, and these
turtles are even endangered species. Thus, not using the TED can be harmful for the entire turtle
population.
At the second point, the reading believes that restricting the time in which boats are allowed to sail can
be a more effective way to prevent turtles from danger. On the contrary, the listening argues that this
alternative is only theoretical because the government cannot keep track of boats that are very far from
the land. However, the TED can solve this puzzle because the boats bring it with them when they start
sailing.
At the second point, the reading mentions that large turtles cannot be rescued by the TED. Nevertheless,
the listening confirms that the TED is easily redesigned to be fit for large species without decreasing
their functions. Hence, the TED can effectively protect larger turtles.
