Overall, both immigration and emigration increased in that period but the immigration rate is higher. In the meanwhile, net migration is tremendously soared in 2004 and 2007.
Firstly, the initial number of immigration is 450 thousand then it rose in 4 years. In the next 6 years, it unstably fluctuated and kept going growth. By 2008, it has accomplished approximately 600 thousand people. On the other hand, considering the emigration, it reached nearly 300 thousand in 1999 and has progressively climbed during 8 years and plummeted in one year later.
