How is TOEFL TSE rated?

"We recommend for examinees to test themselves using the sample test, under timed conditions with a clock. It is best to record your responses on a cassette so that you can listen to your answers again and see how to improve your delivery. This should help you to practice taking the test.
Did you speak too fast, too slow, not loud enough, etc.?
Did you perform the required task, or did you talk about something irrelevant?
It is very important to listen carefully to each question so that you address each one correctly.
If an examinee's response does not address the question given, it results in a lower score. Sometimes this occurs when an examinee answers with memorized responses that are very general and do not exactly answer what they were asked to speak about."
