It takes around 15 seconds for the introduction. It is too long. Well, it is better to finish the introduction in 5-10 seconds. The shorter, the better. So we can leave more time for arguments. for example, you can simply start the introduction like:
I will spend the money for practical purposes. //4-5 seconds. and then
first, reason 1....//20 seconds
second, reason 2...//20 seconds

you have issues on the structure of Q1/Q2 too. Specially reason two, listen to reason two again, you always like to repeat the topic again, like: 'If i make this program....' blabla... since you already told it in the introduction, you don't need to say that again. We should go reason two immediately. something like:
second, it will increase the employment rate (reason two). I will hire a lot of cleaners, engineers, managers, technicians to work on the program together (why reason two). It will greatly help the community and society as a whole. If not, there would be more jobless people. (advantages of reason two and disadvantages if not reason two )

it means you didn't get the point of the pattern we give you before. Let's review it again:
first 1-2 sentences: introduction. my opinion: A or B. agree or disagree. about 5-10 seconds
First, reason 1 (1 sentence) + why reason 1 (some arguments. 1-2 sentence) + a small conclusion for reason 1(like advantages of reason 1 or comparisons if not reason 1, 1-2 sentence). // about 15-20 seconds
Second, reason 2 (1 sentence) + why reason 2 (some arguments. 1-2 sentence) + a small conclusion for reason 2(like advantages of reason 2 or comparisons if not reason 2, 1-2 sentence). // about 15-20 seconds
Conclusion: Don't need a conclusion. (you can have one only when you don't have something to talk about)

An example (Eating at home or restaurant) for First:
First,reason 1 (1 sentence: Eating at home can save money) + why reason 1(some arguments. 1-2 sentences: I can prepare cheaper food from food market; I don't need to drive or take a bus to reach the restaurant;) + small conclusions ( 1-2 sentences: with the money I saved, I can buy a good book to read; I can use the money for a trip...).
