First, the passage claims that the taxes can disappoint people from buying people and they get forced to buy fewer cigarettes and this can have an effect on society's health problem and decrease it. the lecturer refutes this idea by saying that with this decision the smoke rate does not decline, the people who smoke buy cheaper cigarettes with low quality and it is harmful and has high risks for users. Also, people who buy unhealthy food keep doing it and buy unhealthy food with higher costs and they cannot spend money on healthy food.
Second, the article posits that it is a kind of fairway. People that use smoking and unhealthy foods get sick and create lots of medical costs, so it is unfair that other people contribute equally to covering these costs. However, the professor disagrees with this idea and says that high taxes are unfair too. Finally, the reading passage states that the high taxes on cigarettes increases revenue for the government and the government can use these taxes on medical assistance or for different beneficial projects. This income represents millions and millions of dollars, and governments don’t want to lose it. For example, they are likely to adopt radical measures such as not allowing smoking in outdoor public areas such as parks, or even banning smoking in all outdoor areas public or private, because they don't want to lose this income.
