The reading passage explores the issue that power companies think regulations for coal ash are unnecessary and even have negative affect, the professor's lecture deals with the same issue, however, she thinks that regulations and rules are needed for taking care of coal ash, and she uses three specific reasons to support her view.
First, even though the reading passage suggest that there are existed regulations requiring companies to use liner-special material to prevent the leak of coal ash to the environment, the professor argues in the lecture that existed regulations are not efficient, this is because companies only use liner-special material in new ponds, which means coal ash in old ponds remains a problem for environmental and they may leak to water and then cause water pollution.
Moreover, contrary to the statement of reading that regulations may discourage the recycling of coal ash into other products and customers might concerned that recycled coal ash products are dangerous, the professor contends that regulations will not affect customer's feeling towards recycled coal ash products. And she uses an example to support her idea, which is people are not afraid of using one kind of recycled products for about forty years, so that people are likely to buy recycled coal ash products.
Finally, the professor asserts that the cost of regulation is increased in a affordable way, whereas the author of the reading claims that the increasing cost is perhaps as much as ten times the current costs. The professor thinks this claim is indefensible and pointing out that the increase bill is only one percent than before.
