The reading passage states that power companies which use coal in their process argue new regulations for handling and stroring coal ash and provides three reasons for their argument. However, the professor claims that the new regulations are necessary and refutes each of reasons.
First, the article posits that there are effective environmetal regulations. In contrast, the lecturer states that the existence regulations are not realy sufficient. She explains that these regulations are only for new disposal ponds and lands and the old companies have no liner materials in their lands and in the lands that do not have controling systems (liner materials) leakage of pollution to soil will contaminate the drinking water. So the regulations should be for both of old and new companies.
Second, the reading claims that new regulations might discourage the recycling of coal ash. The professor refutes this point by stating that coal ash contains mecrury which is dangerous component and it could be harmful during handling and storage for recycling process. She says that if prople now ablut that they will become afraid and will not use coal ash which is a correct reaction.
Finally, the reading passage holds the view that new regulation will increase the disposal cost which leads to increase of price of electricity. However, the professor casts doubt this view and contends that the environmental benefits of new regulations will worth extra cost. She explains that investing money for doing of new regulations will be about 50 bilion dollars which is only 1 percent of the overal cost of comapny and it is not alot price for saving the environement.
