Based on the reading material, the author stated that there are 3 viable reasons for representatives of power companies, who take a opposite view regarding creating strict regulations for handeling and storing coal ash. However, the professor finds this idea bereft of sufficient reasoning and cites some ideas to the contrary.
Initially, the author argued that there are already exist some effective environmental regulations. However, the lecturer refuted this idea by stating that the current regulations are not sufficient at all owing to the fact that these regulations are only for new ponds or landfills. Old disposal sites have no regulations and these sites will contaminate the groundwater. So, there must be new strict regulations for new ponds as well as old sites.
Another point mentioned by the writer of the reading passage was that by adopting new regulations, consumers may become concerned that recycled coal ash products are too dangerous and avoid to buy them. That being said, the professor repudiated this one too by clarifying that this doesn't mean that consumers won't buy the recycled products. To make it clear, the professor brought up an example of mercury. She said that this product is producing from very dangerous coal ash, whereas people are inclined to buy it even more owing to the fact that this recycled product has no harmful effects.
The final point discussed in the reading passage was that these strict new regulations will increase the cost of power companies, perhaps as much as ten times the current costs and they have to increase the price of electricity. Yet again, the lecturer criticized this idea. She said that the result of these regulations is worthy. She stated that although this project will have approximately 50 billions dollars cost, the price of electricity will be increased only for 1%, which is not too much for general public.
