It declined sharply until 1984 when it began to decrease steadily until 1988. Then it leveled off during two years. From 1990, it declined steadily to 1996.

The second most complained place in 1980 was household, but the complain leveled off until approximately 1984. Then it declined steadily, before it began to rise dramatically until 1996.
