It is clearly seen from the graph that, there are major changes with the local authorities spending on range of services throughout periods. The higher education constituted the largest cost to local authorities while spending increased for transportation and environmental services. Meanwhile there is a correspondence drop in K-12 education and health and human resources.
In all three phrases of pie charts, the greatest expenditure was on education except for K-12 education, which showed a decline trend. The local authorities’ expenditure on higher education remained the largest proportion, reaching 45% of total spending in 1990 and ending at 40% in 2000 whereas K-12 education fall from 25% from 1980 to 20% in 1990 and reaching at 18% by 2000.
Expenditure on health and human resources, and transportation showed a fluctuation throughout projected periods. Health and human resources have caused the local authorities to spend at 14% of the total expenditure in 1980, 20% in 1990 and it dropped by half to 10% by 2000 while the transportation had a similar trend (16% in 1980, 6% in 1990 and 22% in 2000). The local authorities increased their expenditures steadily on environmental services as the time goes by. The local authorities had spent 4% on environmental services in 1980, which rose by 1% in 1990 and it exponentially increased to reach at 9% by 2000.
