Overall, the road and transport in Italia and Portugal were invested with a larger portion of government spending compared to those in the UK or the USA. Specifically, Italia and Portugal spent approximately 20% or more of their budgets on this sector in the 4 years that data were collected. On the other hand, the spending of the UK and the USA on road and transport remained below 15% of their total expense.

In 1990, Portugal disbursed 27% of its total spending on road and transport, however, the figure shows that this sector gradually attracted less attention from the Portuguese government in the following years. In 2005, only 20% of Portugal’s total spending was on road and transport, which was a 7% drop from 1990.

For Italia, the graph does not show a clear increase or decrease in the percentage of government spending on road and transport. Its investment in this sector was around 20% from 1990 to 2005, with an exception in the year 2000, in which, nearly one-fourth of its budget was for upgrading roads and public transport.

Road and transport in the UK seemed to receive the least attention among the 4 countries. Approximately 10% of the government spending was allocated for this sector each year from 1990 to 2005. In 2000, a slight increase in the percentage was observed, marking the only year that its spending on road and transport was more than 10%. However, the data collected in 2005 demonstrated that spending for the same sector was lessened to 7.5%, which is the lowest from 1990.

For the US, a clear upward trend can be observed. Its government expenditures on road and transport were recorded to be approximately 10% in 1990 and 1995. In the next 10 years, the percentage went up constantly and peaked at 15% in 2005.
