This essay will aim to assess the main drowback and conditions of both this statement.

In the modern age the culture of central and local government or society is open for all to observe and take part in. It is understandable that a frantic attempt to promote festivals are beneficial for a tourism industry, such as earning a lot of revenue. But tourist don't only visit sight see but want to experience the festivals and the several people want to preserve spritual life and fatigue. Still, it has rich rewards and income from promoting festivals.

Also, others believe this money should be invested in social programmes for the poor, especially giving motivation and assistance is a good way of humanity. So, being volunteering and investing money for the poor is that central and local government should emphasize money in social programmes. Because of the most important shortagest thing for central and local government, such as it shows the condition of cultural identity. When in coming tourists get in touch of local culture they do not necessarily observe it, but for a government it's a common issue.
