The net migration rate stood at about 180 thousand people, then it remained so until peaking at nearly 250 thousand people in 2004. Between 1999 to 2004, the number of people immigrated witnessed a rise of about 250 thousand people; while the figure for emigration remained steadily.
After 2004, the immigration rate fell slightly to just approximately 590 thousand people in the end. It was followed by over 410 thousand people emigrated in 2008. The figure for net migration then dropped to at around 180 thousand people in 2008 despite a high peak of approximately 210 thousand people in the previous year.
