As far as trend was concerned, it is possible to make comparison of resources during the years: 1981 and 1991 because in the year 1981, annual spending on it was 40% while it was increased with 10% during the year 1991. Furthermore, other worker's salaries followed a fluctuating trend; neither it incresed in 1991 nor in the year 2001.
