First and foremost, although the author of the reading states the strict regulation have already existed. Besides, companies must use liner in new pond or landfill to make sure prevent leaking into the soil to the surroundings. On the contrary, the professor says that these regulations are not sufficient and liner used only when making the new land rather than the old land or landfill. Additionally, he points out that the liner causes big environment damage. Therefore, it is necessary to build a new rules.
Secondly, many companies concern that the strict rules may discourage the recycling of coal ash into their other items like concrete. Because their consumers are too scared to buy the dangerous products. Again, the speaker addresses the reason why this is an impossible situation is that dangerous material called mercury can storage in the products for a long time and be recycled safely.Also, it does not mean that the consumers would stop using it anymore.
Thirdly, for the increasing cost, the author brings his concern that the companies would have a negative attitude. That means they have to spend ten times the current expense. What's more, they would become unwelcomed by rising the electricity price. According to this, the listening material says that implements these rules will cost 15 billion dollar which seems too costly but just 1 percent of the electricity bill, we would think it is not a big deal for companies.
