The author in the passage describes about the process "Prescibed fire" which involves setting forest fire deliberately which in turns reduces the risk factor of natural forest fire. On the contrary, the professor explains that even if one percent gets out of control it can lead to a lot of damage and it can costs a lot to the residents near the forest and also to the government.the professor explains this poitn by citing an example of prescibed fire which resulted in a forst fire and caused damage to naitves around the forest.
