The reading passage is mainly talking about the benefits of imposing high taxes on unhealthy behavior, such as smoking and eating unhealthy food. However, the professor in the lecture provides several reasons and examples to question and deny those viewpoints in the reading passage.

First of all, the professor points out that imposing high taxes doesn't really prevent people from unhealthy behaviors. Instead, those people would tend to buy lower quality unhealthy products and thus make their health even worse.

Secondly, although this kind of taxes seems financially fair, it's actually not. For example, under the same number of taxes, it's bigger proportional to the properties of poor people but less proportional to those of rich people.

Finally, despite those high taxes increase revenue for the government and can be used on many government-supported services, but there is also a risk that the government would overly rely on this income source. For instance, the governments probably won't want to forbid smoking radically due to it doesn't want to lose the high taxes.
