The leacture and passage are arguing over the question that "cloud seeding" is an effective way for solving the problem for Hial pelets which damage the crpos. The passage mentions three cases and reasons that the clod seeding is an useful way. On the contrary, the lecturer refuses these arguements and she asserts that the cloud seeding effects are not clear.

First, the passage mentions that the laboratory experiments champion the clould seeding's effictivness. In contrast, the professor points out that the lab experiments are different with reality. she asserts that cloud seeding probaly prevent any precipitaion. In better words, it might coase drought rather than rain and snow.

Second, the passge states there are some evidence from some Asian countries tht cloud seeing was a successful way. However, the professer refuses it. She mentions that this way was successful in urban regions in Asia and it might not a effcient way for farmland in USA. Since, the Asian cities are highly polluted and this pollution has an important role for interacting between clouds and chemical materials. Therefore, this way might not be successful in unpolluted ares.

Third, the passage says that there is few local studies that show the cloud seeding has been a successful way, the damage of hial was reduced where the cloud seeind was used. In contrast, the lecturer menitons that the damaged of hail have been reduced in all reagins. Since, this reduction of hail damages has nothing to do with the cloud seeding way.
