In this set of materials, both the reading passage and the lecturer discuss the outcomes of creating new regulations for handling the coal ash. The reading passage firmly states that these regulations are unnecessary and might have negative repercussions. However, the professor casts doubt on these negative consequences.
Firstly, the lecturer articulates that the regulations which already exist strict the use of the liners in the new ponds that they are going to build; However, it is not sufficient and the new rules should be created for the necessity of the use of liners in the old ponds. Because the seeping chemicals are contaminating the goroundwater. On the other hand, the text contends that the effective renvironmental regulation already exist and the companies should use liner in every new pond which they build.
Moreover, the professor avers that creating the new rules wii not necessarily discourage the consumers from buying coal ash. For example, mercury is a toxic chemical which the government created strict handling rules for it in the past, but these regulations did not result in the discourage of the consumers. Conversely, the essay alleges that some analysts predict that creating the strict rules for storing the coal ash will dicourage the consumers to buy them.
Finally, the lectrur declares that it is true that by adopting the new rules the cost of disposal and handling will increase for the power companies, but the result worth the extra cost. besides, the price of the bills will only go up by 1 percent which is not very much. On the contrary, the article asserts the strict new rules would result in significant enhance in the costs of power companies and it finally leads to increase in the price of the electricity.
