The passage claims that there is no need of new regulations for handling and storing the waste product of burning coal, coal ash. On the other hand, the lecture contends the significance of strict regulations for safe environment. There are three reasons given by passage against which the lecture has casted doubts on and provided information.

First, according to the passage, it is said that there is existence of effective environmental regulations already. It also includes an example of linear special materials that prevents coal ash from leaking. Despite the existing regulations, the lecture explains these regulations are not sufficient. There are older landfills and disposal ponds where leakage has taken place resulting contamination of drinking water. Therefore, there has to be introduction of strict new regulations handling both older and newer disposal sites.

Second, the passage says that there has been concerns about recycling coal ash as they are used as concrete and bricks in construction sites. However, there won't be any issue in using the recycled coal as strict handling and disposal cannot apprehend the consumers. Even the example of mercury is given in the lecture to support the idea that recycled products will be used even after new regulations.

Third, it is sure that the increase in disposal will increases the handling costs too. But, the result will be overwhelming. The cost of the power companies will be worth 15 billion dollars. Hence, the average consumer household will increase by one percent. This little increment in price will be acceptable by the consumers for living in the safe environment. Hence, there won't be much price hike in electricity with increase in disposal.
