The reading and the listening are both about taking new taxes on cigarettes and junky foods. Whereas the penman of the reading states that it is a beneficial program for all members of the society, the orator suggests that practically this plan have important issues. The lecturer casts doubt on the main points made in the reading by providing 3 theories.
First of all, the writer claims that increase in tax causes to a raise in costs for smokers and they will become hopeless to buy more cigaretts. The speaker views this issue from an opposite angle, she says that this method does not necessarily leads us to lesser usage of smokes. Consequently, she adds that smokers start to smoke cheaper products as well as unhealthy food costumers buy more unhealthy foods.
The second point offered by the author is that about the time when a person gets sick. Furthermore, unhealthy diet and smoking contribute people to get illness and the taxes can help them at that time. Conversely, the lecturer believes that this taxes are not financially fair to different classes of the people. she mentions that the higher earners and the people with low income most pay the same taxes above harmful products which results in problems for low earners to manage thier money.
Finally, the reading passage states that the government can use the income of the taxes due to giving a better services to citizens. On the other hand, the professor thinks that it is a great amount of revenue for the government but concludes to an addiction for it! Moreover, she argues that when government benefits hugely from the smokers may allow them to smoke everywhere and encourage them buy smoke and other types of unhealthy productions.
