The reading specifies that there are three arguments about new regulation which is unnecessary. However, the professor provide there reasons that it is essential and refutes each of author's arguments.
First, power company represent that effective environmental regulation exits today and it is adequate. Nevertheles, the professor dismisses author's reasoning that you only to add liner special material when you want to build company in new pond or landfill and it is not necessary to add liner in the company which builded and this caused significant damaged in the past. For example, coal ash leaked in the water and polluted drink water in the past.
Second, base on the reading, some analysts believe adding very strict rules for storing and handling coal are going to discourage company to recycle it. In contrast, the lecturer states that creating restrict rule is not means that it discourage the recycling and in the past this was done for mercury which was very hazardous and this never affect the recycling of it.
Third, according to the reading, creating new and stricter regulation are going to improve in disposal and handling costs for the power companies and general public would not welcome it. On the contrary, professor believe that it is true that cost of power are going to increase because of strict new regulations but we have to consider the result of it. When we consider the result and the cost we find out it worthy to do it and the costs are not many different to pay in bill.
