Financial support from government is very important for nurturing nation's cultural traditions. Support from any other source is dwarfed by the amount of government money that can be obtained. Although most of population is concentrated around big cities, it is preservation of cultural traditions in the villages that need more support.
Nation's cultural traditions were not initiated in the cities, but deep in the countryside. Taking native Americans first, this people has been living close to the nature throughout ages. Their rich traditions and interesting beliefs inspire many people. Villages has much more circumscribed resources than cities. It is the governmental support that is required for them to thrive.
People living in big agglomerations came there for job, and usually they come from a countryside, where job opportunities are sparse. They fell anonymous and free. With years passing they are less and less connected to their birth place. Knowing one's roots, however, is very important for self-esteem and welfare. People visiting the place where they or their relatives lived one day, and admiring their cultural heritage, see where they belong and appreciate the work of their ancestors. Returning to the city, the may feel respect for others' work and become more friendly to the surrounding.
To recapitulate, it is very important for every single person to have cultural activities available near the place they live. Taking into account natural human curiosity about own family roots and traditions, it is countryside that should receive proportionally big support for preservation of cultural traditions.
