From my point of view, both, understanding of concepts and ideas and to learning facts, are of a high level of importance to be considered. One should know about concepts and ideas in order to have a deep insight to the proposed problems. Besides, ideas and concepts have a very wide range of variety and there is always something to be done. However, knowing fact is one of the basic parts of solving a problem.
