The reading discusses that government should not enact new regulations for handling coal ash disposal, which is a waste product of power plants. However, the lecturer finds the ideas dubious and casts doubt on the reasons proposed by the reading passage.
First, the author argues that there are some existing regulations now, and stricter ones are not meaningful. Conversely, the lecturer brings up the idea that the current regulations are only for the new landfills and ponds, and are not implementing for the older ones. So it is reasonable to create new serious rules.
Furthermore, the reading passage holds the view that it will discourage the consumers of recycled ash to stop using and buying that kind of materials. On the contrary, the professor underlines the fact that mercury is also a hazardous substance with special rules, but it is about 50 years that it has been recycling and consumers have no concern about using it. As e result, this reason also will be excluded.
Finally, the reading passage asserts that by creating new regulations, the costs also will increase and it would not be cost-effective. In contrast, the speaker dismisses the issue due to the fact that this increase is worthy in the long run. In other words, people will see just a one-percent increase in the bill, and everybody can afford it.
