First of all, the reading states that there are already some regulations like using liner-special materials. The professor explains that the existed regulations are not sufficient. She argues that the liner regulation is only obligatory for new landfills and ponds. Thus, stricter rules should be created for all sites, old and new.
Secondly, according to the reading, stricter regulations would result in the lower tendency of customers for exploiting the recycled coal ash products. The professor rejects this idea by giving an example of mercury. This material has been under very strict rules for a long time due to its possible dangers, but it has been successfully recycled, and this process has not changed the customer's minds towards the products.
Finally, the professor confirms that the stricter rules would increase the costs for the power companies. However, she believes that the merits of this approach weigh out its drawbacks. In fact, the increased electricity costs have a small effect of up to 1 percent, but its huge environmental advantages are far more important.
