The reading discusses the benefit of imposing high taxes on cigarettes and other unhealthy products and the author listed three reasons to support this idea. However, the lecturer finds these reasons challenging and presents some evidence to refute all of them.
First, the author mentioned that by increasing the taxes, people are discouraged from continuing to use them. In contrast, the speaker dismisses this idea and asserts that it does not decrease necessarily the amount of consumption. People low-quality products that have more harmful effects and greater risks. As a result, by enhancing the tax, people have to spend less money on their health because they continue to do their habit.
In addition, the author points out that it is fair, due to the fact that they get sick as a result of smoking or using an unhealthy product. Therefore, they create medical costs. On the contrary, the speaker casts doubt on this issue by standing that it is unfair as higher and low earning are addicted to these products, increasing the taxes put burden duty on a smaller income.
Finally, the reading passage proposes that it provides revenue for the government to use it for the benefit of public welfare. On the other hand, in direct contradiction to the reading passage, the professor claims that the government instead of earning a million dolors through taxes can prevent smoking in some public and private places to help people. Hence, it is not an appropriate way to increase income.
