The reading asserts that Imposing high taxes on cigarette smokers and people who eat unhealthy foods have several social benefits. The lecturer, however, finds the idea dubious and casts doubt on the reasons proposed by the reading passage.
The author argues that high taxes dissuade people from buying detrimental products such as cigarette and unhealthy foods, and these taxes will cause them to smoke less and eat less unhealthy foods. Conversely, the lecturer brings up the idea that if the taxes rise, people who smoke will buy cheaper cigarette which has lower quality and give rise to higher risks for them. Besides, if the amount of taxes increase for unhealthy foods, it will take a drastic toll on people who earn less money, and they will have lower money to buy healthier foods.
Furthermore, the reading passage holds the view that these types of taxes are fair in view of the fact that people who smoke or eat deleterious foods will create high medical costs, so it is not fair that people who follow healthy diet and don't smoke pay the same for the mentioned costs. On the contrary, the professor underlies the fact that some people believe that it is unfair that poor and rich people pay the same taxes for their smoking. Moreover, imposing such taxes on people who don't earn enough money and eat unhealthy food will exert pressure on them, so it is not fair.
Finally, the reading asserts that obliging people to pay these taxes will raise government revenue, and government can spend collected money on building public facilities, including public parks, stadiums and public education. In contrast, the speaker dismisses this issue due to the fact that force people to pay these taxes will create millions of dollars for government, so governments become dependent on these money. Therefore, they don't want to lose these money. Consequently, they may disregard enacting some prohibitive rules against people who have unhealthy habits not to lose that money. For instance, they may let smokers smoke in public places.
