Looking at the diagrams, it is immediately obvious that these two solutions, relocation and dam, have both advantages and disadvantages.
On one hand, the first solution, relocation solution, has a very big advantage which is environmental protection. It is just about moving three places which are an industrial park, a residential area and a commercial buildings. However, a flaw of this plan is the problem about money.
