How road maintenance and construction works could continue to generate local employment adopting social distancing requirements to minimize COVID-19 virus infection risks in Nepal.
To contain the spread of the Coronavirus, a virus that causes Covid-19, within the community, Nepal government promulgated a nationwide lockdown on March 24 after the second case of Covid-19 was confirmed on March 23. Except to seek medical supply or purchase essential foodstuff, this blanket lockdown prohibited all types of public movements. Along with other industries, the construction sector is also hit hard by government’s this decision; most of the construction activities are halted. The government’s stay-at-home order, workers’ confidence to return to the site, and the ban on transportation became the major impediments for construction works.
However, this halted movement of transportation has also become an opportunity for road maintenance and rehabilitation. Especially in the urban area where the road maintenance used to be very problematic due to high traffic, it is now very easy to maintain roads. The Metropolitan of Kathmandu has used this opportunity to expedite the rehabilitation and maintenance work within the city adopting the safety measures.
As we see the government is extending lockdown regularly, and construction contracts are already behind the schedule, the construction works should be continued discussing the various measures that can be implemented to preclude the risk of virus spread. Also, we can generate local employment in the community. Since a lot of workers coming home from different countries are skilled and are now jobless, giving employment to these workers in the construction works, especially in road maintenance and construction works in the rural area, will generate local employment and will also help the government to cope with the economic crisis triggered by the pandemic.
Since we are talking about continuing the construction works amid the global pandemic, it is very important to adopt different safety measures against virus infection. As suggested by the World Health Organization (WHO), the most effective measures to contain the spread of the virus are washing hands with soap regularly and maintaining the social distancing among individuals. So, the provision of sufficient handwashing facilities and alcohol-based hand sanitizer for all workers and social distancing should be made mandatory in the construction site. Also, we should adopt measures like regular sanitization of construction tools as well as commonly touched surfaces(for example hoist, door handles, site trailer), avoiding the sharing of hand tools and sanitizing them if necessary, provision of the sufficient number of toilet/bathroom facility for all workers, provision of an isolation ward on each construction if any one of the workers gets sick, etc.
Adopting the above-mentioned measures, we can continue road maintenance and construction works to generate local employment without spreading the virus and minimizing the risk of COVID-19.
