Here answer is C but please tell me why it is not A because I've chosen it, considering, December's earthquake will leads to the introduction of next terrible year. As, recently is written i thought it is representing another year(year other than December earthquake).

For sure c) is the better choice because 'civil strife and devastating tropical storms' has happened and it was in December; But we agree with you that a) is reasonable.
