Scandal is an action or an event which causes a general public outrage and shock. I agree with the statement that scandals are useful because they focus our attention on problems in ways that no speaker or reformer could.
Taking example of a developing country like India. Being a citizen of this country i am well aware of the scandals that revolve around politics, sports, film industry etc to name a few. To support my agreement with the statement i will provide examples.
Example one: The scandals of politicians. Citizens of India have learned to adjust. They vote for a government in the hopes of having and being provided better resources but are conceited by the same chosen leaders. Be it the Uttrakhand catastrophe of 2013 or the 2012 Indian coal mining controversy. The news came, shocked the nation, outraged the citizens and gave a platform for the deciders of the nation to set things right. Reforms were made, government was guilty and punished and thus such scandals helped in addressing issues which could not have been spoken by anyone.
Example 2: Scandals need not be restricted to the political level , the most eye catching scandals in any nation are the ones that take place in the film industries. Be it extra marital affairs or break ups, the youth as well as the adults love these juicy pieces of scandals. Though it could be argued that such scandals does nothing to help the nation in a positive sense but it does provide a topic of discussion for everyone to get out of the monotonous schedules of life. Be it Anita advani's claim over late Rajesh khanna's property or the break up of hrithik roshan with his wife. These scandals are the top viewed news in the nation till something juicier and better comes up to grab our attention.
The most eye catching scandals are the ones which involve the highest officials of a company or political properties accepting bribery to do work. These scandals provide the citizens to understand the societal problems leading to this outcome, enlighten other people about it, debate and reform.
In conclusion, scandals are helpful in the sense that they provide the truth and reality about a particular subject, it opens our eyes toward the wrong being done in the society, help us to overcome the bilk and conceit and help the country to develop in a positive way.
