The following recommendation appeared in a memo from the mayor of the town of Hopewell.
"Two years ago, the nearby town of Ocean View built a new municipal golf course and resort hotel. During the past two years, tourism in Ocean View has increased, new businesses have opened there, and Ocean View's tax revenues have risen by 30 percent. Therefore, the best way to improve Hopewell's economy—and generate additional tax revenues—is to build a golf course and resort hotel similar to those in Ocean View."
Write a response in which you examine the stated and/or unstated assumptions of the argument. Be sure to explain how the argument depends on these assumptions and what the implications are for the argument if the assumptions prove unwarranted.
The author's argument that the best way to improve Hopwewell's economy is to build a golf course and resort hotel similar to those in Ocean view seems to be tenable at first glance. However, argument relies on assumptions for which author did not provide any supporting evidence.
To begin with, author's argument that two years ago nearby town of Ocean view built a municipal golf course and resort due to which tourism in Ocean Views had increased, and if Hopewell do the same then it will leads to increase in its economy. However, author did not provide any evidence which represents the location of Ocean View and its nearby tows or of Hopewell. It can be considered that Ocean View is near a hill station due to which tourist came over there. As author told that the Ocean's View nearby town had build a resort so it is obvious that it is easy for tourist to relax in resort. It is possible that previously there is no housing facilities for tourist who came to Ocean View but now due to resort, it become easy for them to stay over there.
In addition to it, as author provided an argument that new businesses have opened in Ocean Views, so it is possible that due to these businesses tax revenue of Ocean View had increased. It is possible that new multinational companies had opened in Ocean view, which will definitely increase tax revenue of area because it hires hundreds and thousands of employees and while providing salaries to them, company provide heavy amount of taxes to government. However, author did not provide any evidence which shows that whether any industry is located near Hopewell or not.
Furthermore, author considered that development of golf course and resort will increase Hopewells tax revenue and economy, however, author did not provide any evidence which certify that Hopewell is the only one who will make this golf course and resort. It is possible that nearby Hopwell there are already other towns who already have resorts, golf course, amusement parks, industries etc. If such type of towns are located then it is difficult for Hopewell to improve its economy because it is obvious that people or tourist will always attract more towards facilities, enjoyment etc. and if other nearby towns provide better facilities than Hopewell then these towns will prove to be challenging competitors for Hopewell.
To sum up, author may not necessarily be wrong to assert that building of new businesses like golf course and resort will improve Hopewell economy. However, author did not provide enough evidences which can substantiate his argument. To bolster the argument, author has to provide more conclusive evidences which will ultimately help Hopwewell in improving its economy and tax revenue.
