both reading and the lecture are about the high taxes on purchases of cigarettes or similar products. The author of the passage believes that this kind of taxes has a lot of benefits. On the other hand, the lecture think that these benefits do not work as expanded.
Firstly, the author claims that high taxes discourage people to buy these kind of product, that are unhealthy. he says that the smoking has declined with the rise of the taxes. The lecturer challenges the point made by the author. She thinks that this tendency dose not encourage people not to smoke instead it encourage people to buy even more unhealthy and low quality cigarettes, by spending the same money as before.
Additionally, the author mentions that the taxes are fair because of the harm that the product is causing. he says that a lot of people are in the medical centers because of smoking, and this costs are covered by taxes. The lecturer argues this point by saying that it is not fair for people with lower income, where a lot of people who have higher income is paying the same taxes, which is unfair.
Finally, the author makes a point about the revenue that these taxes increase. The believes that this benefits public welfare, such as building stadiums or public parks. Whereas the lecturer thinks that it is just that the government does not want to loose a source of income, and for that reason they do not bend smoking in public places.
In conclusion the reading and the listening are both about cigarette taxes. The lecturer effectively challenged the points made by the author.
