Dear mr. Smith
I am writing this on behalf of my flat owner mr. brown, and I express my sincere apologies for the troubles you had to face because of the irritating noise coming out of my home.
At first, I too am not sure about the real reason of the noise. After some inspection, it seems that the ceiling fan inside a locked room has been left turned on and that the fan's coil needs some lubrication. To be honest, it is utterly disturbing for us as well, because, the tenant of the room is out of station for this week. As a result, it would not be possible to get it repaired or switch it off until he returns.
However, the quick solution at the moment is to completely cut out the power supply for that room. Although the tenant should have been careful, I will need to ask for permission from the landlord.
Once again, I am extremely sorry to have caused so much botheration from past few days, that you had to write about it. The issue should be addresses as soon as i get response from mr. brown.
Best Regards,
Dheeraj
