Burning coal in power plants produces a waste product called coal ash, a material that contains small amounts of potentially harmful chemicals.
the reading discusses, some environmentalists believed that the government should take serious decisions for managing and storing coal ash. In opposite, representatives of the power company have a different view and debate that the new regulations are not necessary. The author listed three factors to support the latter view. However, the speaker finds all the reasons dubious and presents some evidence to refute all of them.
First, the power company claims that effective regulations are. for instance, every regulation must use specific material to prevent contaminations so, must use liner in every landfill. In contrast, the speaker asserts that using the liner is not a sufficient way. in other words, the liner must be used when we have new landfills or ponds. also, several of these disposals have caused damage to the groundwater and contaminate drink water. hence, she refutes this reason.
second, the author mentions that some statistics show making strict roles may discourage people to buy recycling materials and consider them dangerous. On the contrary, the speaker casts doubt on this issue and by standing that it is not caused the consumers to stop using ash constructs. like mercury which has fairly material that recycled safely.
finally, the reading passage argues that new strict rules will increase the price of electricity, on the other hand, the speaker states that it is true that it needs 15 billion dollars price but it only increases 1% of the expense of every family bills and it is trivial. Therefore, the speaker rebuts this reason too.
