Finally, it is mentioned in the passage that the extra revenue acquired from the taxes is good for the development of the local development such as the education construction. However, this argument is refuted by the professor. She mentions the downside of the revenues derived from the taxes of cigarettes. If the government official could always get the chance to the stable revenue, they are not willing to allocate this revenue to any kind of new development such as museums and parks. It will affect the benefit of the residents.
In conclusion, though the passage mentions three benefits of the taxes on the cigarette, the professor refutes the argument.
