As an overview, it is ostensive that Higher Education accounted for the highest percentage of outlay every year. And although the budgets on Transportation and Environmental services increased, that of the expenses on Higher Education, K-12 Education, Health and human resources decreased.
According to the charts, it is conspicuous that the proportion of expenditure for K-12 Education, Environmental services and other demands were consistent among the period. 1990 saw a trivial reduction of 5% and 2% respectively in the outlay of K-12 Education and others and it continued to decrease in the next decades. Consequently, 18% of budget spent for K-12 Education and 1% of expenses for other demand in year 2000. In contrast, the allotment in Environmental services was grown from 4% to 9% after two decades.
However, the allocation in Higher Education, Transportation and Health and human resources show an opposing trend when it expressed inconsistent between two period. In 1980, 35% and 14% of residents’budget went to Higher Education and Health and human resources correspondingly. The annual of expenditure in Health and human resources in 1990 ( 20%) was twice that in 2000(10%) while the outlay of Higher Education on this ares in 1990 and 2000 was 45% and 40% respectively. Actually, the expenses on Transportation was 16% and 6% in 1980 and 1990, but it rose to 22% in 2000.
