The author of the reading passage and the lecturer both discuss whether the turtle excluder device is feasible or not. The author expresses that the turtle excluder devices have been criticized for several reasons. However, the lecturer casts doubt on these criticisms and refutes each of the author's theories by providing several counter-arguments.
To begin with, the professor indicates that some shrimpers argue that the turtles get trapped by the shrimpers only rarely. To illustrate more, it is estimated that one shrimp boat accidentally catches about one turtle every month. Nevertheless, the lecturer points out that although one shrimp boat catches only one turtle a month, there are numerous shrimp boats on the sea to catch the shrimp. As a result, the total amount of turtle, which are captured by the boats, is extremely high. Besides, these are endangered turtles with a relatively small population. So it will be even more harmful to catch these turtles.
In addition, the professor claims that there are alternative methods of protecting sea turtles that may be more effective that turtle excluder device. That is, shortening the time limit that shrimp boats are allowed to keep their nets underwater. When this works, the nets have to be pulled up to the surface, allowing any turtles caught in the net to get air and free. On the other hand, the lecturer declares that it is difficult for the government to monitor the time limit that the shrimp boats are allowed to keep their nets underwater. After all, there are thousands of boats on the sea, catching the shrimps. By contrast, it is comparatively easy and time-saving for the government to install the turtle excluder device on the shrimp boat.
Finally, the author states that the turtle excluder devices are not effective for larger species of endangered sea turtles because some of them cannot fit through the escape passage that standard turtle excluder devices provide. Nevertheless, the lecturer asserts that the turtle excluder devices can be modified easily without affecting its operations.
