The pie charts compare patterns of the total expenditure by Someland authorities in 1990, 1980 and 2000.
One prominent feature is that education, including higher and K-12 education, took up the lion's share in any given year, accounting for almost three-quarters of the total spending. K-12 education expense decreased by seven percent from 25% in 1980 to 18% in 2000. The proportion of higher education spending rose significantly, from a third of the total expense in 1980 to nearly a half in 1990, before falling to 40% by 2000.
The rest of the authorities' spending was divided between transportation, environmental services, health and human resources and other expenses. Although the authorities increased their spending from 14% in 1980 to 20% in 1990, they cut a half by 2000. A reversed pattern applied to transportation, shrinking from 16% in 1980 to 6% in 1990 before expanding to 22% by 2000. Just a modest share of the local budget was allocated for environmental services, never exceeding a tenth of the total authorities' total expenditure.
