The chart below gives information about the level of education of Bulgarian people who wanted to go and live in another country in 2002, 2006 and 2008. Summarise the information by selecting and reporting the main features and make comparisons where relevant

The chart illustrates the percentages of three levels of education of Bulgarian people wanting to emigrate in another country in 2002, 2006 and 2008. The firgues of every levels changed differrently in each year.
Starting with a lowest percentage in 2002, just around 17%, higher education level rose a little bit to reach a peak of 20% in 2006. Then, it felt considerably in 2008, with just 9%.
Meanwhile, the firgue of secondary education had the highest percentage in 2002, it was 65%. The following years, it decreased gradually and stopped at 59% in 2008.
In the contratory, primary and lower education had a growth in each year. Just 18% in 2002, the firgue fluctuated to 19% in 2006. There was a significant increase when it went up to 32% in 2008.
The percentages of education levels of people planning to leave Bulgaria fluctuated every years. In overall, there're decreased firgues in higher and secondary level, while increased firgues in primary and lower education
